Funding for printing expenses
Due to budget regulations, printing expenses cannot be financed with state funds (basic funding, AFF, External Funding Reward Model, notification of appointment).
They can be paid out using external funds if the funding institution’s regulations include suitable provisions. Please contact the Project Administration team before you sign your contract.
Literature
Using external funds to buy new books is not permitted unless the funding body has set aside a certain amount of money for this purpose in their letter of approval. The Library is responsible for acquiring new books, especially software manuals that were not delivered with the software, supplementary products, functional literature. Product catalogues, hotel guides etc. are exempt. The Library is also responsible for other items such as database licenses for data storage devices or literature offered online.
Literature acquired with external funding is inventoried. If a piece of literature was bought by an individual (this is only possible in special circumstances), the cost can only be reimbursed if both the original bill as well as the Library’s inventory note are submitted to Project Administration.
Software
Usually, software is acquired by Beschaffung (Procurement), see FAQs.
The university is obliged to inventory all software licences (irrespective of any value limits). If you have purchased software yourself, then you will need to submit your request for reimbursement to the inventorying staff who will then forward it on to the Project Administration team.
Consumables
Consumables include all materials that are consumed directly when used, such as paper, toner cartridges, pipettes, chemicals, cleaning agents, clean room gloves, batteries etc. There may be differences between funding bodies in what they consider to be consumables. For instance, spare parts or maintenance costs may also be included. If in doubt, please contact our Project Administration team, who will be happy to clarify things for you.

Small equipment
Equipment is considered to be small if the costs do not exceed the minimum value for investments. The minimum value for state funds is € 2,500 and can vary depending on your funding body, see investments.

Insurance
The principle of self-insurance applies: The state does not insure any risks if it is not required to do so by law (cf. no. 7 VV-LHO (administrative regulation, state budget regulations)). This regulation also applies to external funding (example: transport insurance, car insurance, travel insurance). When concluding a contract with a business partner, please make sure that the agreed fee includes suitable insurance coverage.
